Even if it’s just waterjet, setup will kill you on one-off stuff (at least from my experiences).
If you can wait, it can save literally hundreds. Otherwise there’s the shapeways option posted earlier. Plenty of options for post mount brakes with an adapter like the Shimano SM-MA90-R160P/S, as an example.
EDIT: missed the part about 650b, but this adapter is intended for earlier frames with the “Hayes” 22mm disc mounts, not the 2001 frames with IS tabs.

Sorry I’m late to the party but I was interested in the dimensional differences you selected relative to 737’s mix. To sum up, it looks like the differences are:
- 737’s bracket is 7mm tall and yours is 5mm
- The slotted holes in your part are offset 4mm in the x direction relative to 737’s part
- Your slots are offset 1.5mm in the y direction while 737’s are offset .55mm.
Not that I doubt anything either of you have done; I’m just trying to make it all make sense and know that all frames are going to be a bit different thanks to the bike biz’s “standards” and manufacturing “tolerances.”

What’s the point of asking a question if you already “know” the answer? I agree .2mm diametrically (not .002mm, maybe you meant .008″) is nothing, especially the way tolerances often work in the bike business. Also, if you’re not the original owner it’s not unheard of for people to ream out the seat tubes to get more readily available 27.0 or even 27.2mm posts.
Good luck finding a post that fits and won’t snap on you.

tomatoadminKeymasterYou’re correct on the frame fabrication. I believe they did the finishing in-house (hence the name) but that is speculation on my part, and I know there was a fair amount of re-work on some models, particularly the gold. I don’t know where that was handled. I don’t know about final assembly though. Sorry for the slow reply.
